La UE planea aliarse con los pobres contra el cambio climático

"Los países en vías de desarrollo serán los más afectados por los efectos del cambio climático y por ello necesitan nuestra ayuda para mitigar el cambio climático y adaptarse a los cambios que ya están ocurriendo", dijo la Comisión en un comunicado.
Siete de los diez desastres naturales que han dejado más muertes de los últimos años se han producido entre 2000 y 2006, dijo la Comisión, que ha hecho de la lucha contra el cambio climático una prioridad en sus políticas.
Bruselas proporciona a las naciones en vías de desarrollo ayuda de emergencia y la nueva alianza les ayudará, especialmente a los estados más pobres, a prepararse para futuros desastres a través de la financiación de sistemas de alerta, técnicas especiales de irrigación y otros proyectos.
El plan también perseguirá recortar las emisiones de la deforestación - un contribuyente importante para el alza de los niveles de gases de efecto invernadero - y ayudar a los países en vías de desarrollo a aprovecharse del mercado mundial del carbono.
La Comisión ha destinado ya 50 millones de euros al lanzamiento de la alianza, que podría manejar fondos por hasta 300 millones de euros entre 2008 y 2010, dijo el comisario europeo de Desarrollo, Louis Michel, a los periodistas.
Los gobiernos de la UE deberían también contribuir, añadió. "Es sólo un comienzo, claramente se necesita más dinero", dijo Michel.
Reducir las emisiones de gases de efecto invernadero en los países en vías de desarrollo era más barato que en las economías desarrolladas, dijo.
La Comisión está preparada para abordar la propuesta de Alianza con los países en desarrollo en la reunión del 7-9 de noviembre en Lisboa.

REPORT ON THE PROJECT OF ROTATIONAL ENERGY GEO OR GEO ENERGY. PRODUCTION OF ABUNDANT ELECTRICAL ENERGY. (Proceeding in Patent. OMPI, Switzerland)
Taking into consideration that the existence of the centrifuge force on the surface of the planet Earth is caused by momentun of the rotational movement; and due to the continuity principle, (in a tube of a single diameter the speed of the fluid, non-compressible, is the same one) and to the acceleration that the fluid acquires by the centrifuge force applied by the rotation of the Earth, which is applied in each place where the fluid is. If it is the case that the fluid is in the 45 degree latitude and “X” length, the existing force in that geographic point of the planet has a component that is not exhausted by the gravitational attraction with a value of force by each kilogram of water, of 0,02 Newton. That is to say, that by each kilogram it has the force of 0,02 kilograms by meter on second to the square. This is equivalent to say that the mass is accelerated at this point, increasing its speed 2 centimeters by every second that passes, having as a limit the distance that could cross according to the length of the duct that can be considered …. Similar to the aforementioned is that while the fall of the weight of a body is greater, biggest is its end speed.
Due to the above, it is suggested the use of this energy that is: Ecological, renewable, clean, friendly to the nature, abundant, inexhaustible, while the planet does not stop to rotate; besides, it is of easy use.
Examples of the existence of potential energy among certain latitudes of the planet:
Comparing the North hemisphere of the Planet Earth with the bun (disc which turns in the centrifuge pump) without counting with a centrifuge pump centrifuges, both in movement; the fluids in both cases turns in opposition to the rotation, due the phenomenon or principle of Coriolis, in the case of the Earth also by the principle of Fradiquelees.
Observing the case of the centrifuge pump, where the fluid (water) does not move forming the column of the liquid in the exit of the pump. If the bun (disc) does not have the blades installed, the energy is lost by being turning the fluid in opposition to the rotation, but if the operated blades to direct the fluid in the sense of rotation are placed to the bun (disc) of the pump; the column of liquid is moved.
1- If it is placed a simulation to the blades of the bun (disc) of the centrifuge pump in the Earth hemisphere, the function and influences of these on the Earth would be the same one that in the centrifugal pump: to take advantage of the rotational movement to move a fluid to a design speed, resulting that with this blade (piece) on the Earth, it is achieved that the fluid running on it, has greater speed than with which it usually moves. It is possible to take advantage of the water movement to produce abundant electrical energy; having in this movement, motors-generators.
This blade (piece) can be a tube with dimensions (minimum by the size of the planet); recommended of at least of 50 kilometers in length and 14 meters in diameter to produce the energetic equivalent of 35 nuclear plants.
